The County has worked with Floricane, a small consulting firm in the Richmond region, to create a draft Countywide Strategic Plan aimed a guiding the County’s growth and enhancing local governance for 2025 – 2028. The planning effort included a collaborative approach involving Board of Supervisor members, County staff, and community members.

2025 DRAFT Strategic Plan
The strategic plan reflects the Board of Supervisors’ commitment to anticipating residents’ needs and fostering a high-performing, responsive government. A strategic plan serves as a framework that provides overarching goals, priorities, and direction for an organization or initiative. Rather than prescribing specific projects, it lays out the vision and key objectives that guide decision-making and resource allocation. Projects that arise from the strategic plan are shaped by the community’s involvement to ensure they are responsive to needs, values, and perspectives. By incorporating input from all stakeholders, these projects can better align with the community’s aspirations and address real challenges, enhancing both relevance and impact. The strategic plan sets the stage, but the community helps shape how its goals are realized through collaborative, project-driven initiatives.
The Board of Supervisors will next review an updated draft at their January 27th 2025 meeting.
