NOTICE OF PUBLIC HEARINGS
POWHATAN COUNTY BOARD OF SUPERVISORS
Notice is hereby given that the Powhatan County Board of Supervisors will conduct
public hearings on Monday, November 28, 2022 at 6:30 PM in the Powhatan County Village Building Auditorium (3910 Old Buckingham Road) regarding the following matters:
Ordinance #O-2022-40 Powhatan County School Board requests amendment to the Code of Powhatan County, relating to passing a stopped school bus. Pursuant to Section 46.2-844(B)(2) of the Code of Virginia, authorizing the localities to contract with a vendor to install and operate a video-monitoring system on school buses operated by the School Board for the purpose of recording violations of Code of Virginia Section 46.2-844(A) and issuing civil penalties resulting from such violation payable to Powhatan County Public Schools.
O-2022-41 Case 22-07-CUP: Soil Solutions (District #2: Powhatan Station/Graceland) requests a conditional use permit (CUP) to allow a Wood & Stump Recycling Business use in the Agricultural (A-10) zoning district per Sec. 83-162 of the Zoning Ordinance of the County of Powhatan. The applicant is seeking to use the site to process timber into woodchips. The parcel is located at 2040 Genito Rd, Tax Map #53-101B in eastern Powhatan County approximately 1300 feet east of the intersection of Genito Rd (Rt. 604) and Turkey Ridge Dr. The subject property consists of approximately 63.6 acres The 2021 Long Range Comprehensive Plan designates the subject property as Rural Areas and Protected Lands on the Countywide Future Land Use Plan.
Resolution #R-2022-35 The Powhatan County Board of Supervisors intends to enter into a lease with the Goochland-Powhatan Community Services Board (“GPCSB”) for 7,815 square feet within the Village Building at 3910 Old Buckingham Road; for an initial term of five (5) years, with two option one (1) year renewals. The GPCSB has held such a lease since 2016, which expired in 2022.
Resolution R-2022-36 Grant of Right of Way To The Southside Electric Cooperative: The Board of Supervisors will consider the conveyance of a right of way agreement on County-owned property located 2269 Mann Road, over land identified as the Powhatan YMCA, being tax map parcel 26-62. Said easement is to lay, erect, construct, reconstruct, relocate, remove, repair, maintain, and upgrade an electrical transmission and/or distribution line or system(s) and its attendant poles, guy wires, transformers, and other related
equipment or appurtenances and to have the right to keep the right of way described herein clear of all trees, vegetation, buildings, or structures (except gated cross-fences) and shall have the right to cut, trim, eradicate, and control the growth of trees, shrubbery, roots, and the like, which may interfere with or threaten to endanger the operation and maintenance of the line or system and to further cut or trim trees outside the specified right of way width, which in the opinion of SEC endangers the safe operation of its facilities, including dead, weak, or leaning trees which would strike the line in falling and to license, permit, or otherwise agree to the joint use or occupancy of the line or system by any other person, association, or corporation for utility or communication purpose.
