Theodore L. Voorhees, ICMA-CM

Ted Voorhees came to Powhatan County from North Carolina where he served as a local government executive for over 20 years. Ted was appointed in 2012 as Fayetteville, NC’s eighth city manager for nearly 4 years and was deputy city manager of operations for Durham, NC for 10 years from 2002 to 2012. He served as assistant city manager of Wilmington, NC from 2000 to 2002, and city manager in King, NC from 1995 to 2000.
From 2016 to 2017 Mr. Voorhees was a senior consultant with Developmental Associates, LLC, a full service executive search and organizational development firm based in North Carolina’s Research Triangle region.
Prior to living in North Carolina, Voorhees began his local government career in Virginia serving as town manager of Bowling Green from 1993 to 1995. Prior to that he was an aide to Fairfax County Board of Supervisors member Joe Alexander, and spent two years at the Pentagon as a Department of the Army civilian.
Ted is an International City/County Management Association (ICMA)-Credential Manager who has served on the organization’s strategic planning committee, conference planning committee, graduate program advisory committee, and small community task force.
He holds a Bachelor of Science from American University and earned a Master of Public Administration from George Mason University.
He graduated from the Municipal Administration Program at the UNC-Chapel Hill School of Government and earned a certificate from the Senior Executive Institute at the Weldon Cooper Center for Public Service at the University of Virginia.
Ted is the son of a career Army officer and bogey golfer. He is married to Michele, an elementary educator and avid runner. Together they are raising four sons.
