The Powhatan County Public Works Department has multiple functions:
- Convenience Center/Solid Waste - Operating the Convenience Center for citizen's recycling and solid waste disposal needs
- Facilities Management - Maintaining all County-owned buildings, grounds and parks
- Parks and Recreation - Coordinating and scheduling various County and School fields for athletic associations and tournaments.
- Utilities - Operating and maintaining water and sanitary sewer service in the Flat Rock area and sanitary sewer service in the Courthouse area of the county

The new 500,000 gallon elevated water tank is well under construction. The tank is located behind the new school bus garage on Old Buckingham road. The contractor will complete the steel welding and construction in November. After the tank construction is complete, a well and pump will be installed to fill the tank. Painting the tank cannot be started until temperatures are favorable for the coating process, we anticipate this will be March 2018.
Contractor has finished steel work & welding. Crane has been dismantled and drilling of the well will begin.
Construction on the Courthouse Expansion commenced on September 11, 2017. The three million dollar project will be complete in July 2018 and features a Sallyport for secure movement of prisoners, a 911 Dispatch Center, an expanded JDR courtroom and two new Judge’s Chambers. The general contractor is Daniel & Company, who is also completing the new school bus garage.
The courthouse roof recently underwent a much needed face-lift. The existing EPDM roof was removed and a new one installed. The contractor, Dominion Roofing, overcame many challenges on the project including limited accessibility for removal of debris and bringing new materials to the roof. The project had to be completed without interruption to courthouse business.
Upgrades to the New Middle School Fields -$658,000
Public Works and Parks and Recreation departments coordinated installation of new lights, new fencing and backstop, new scoreboard, upgrades to dugouts, and upgrades to the infield. Several different contracts were involved in the process which required detailed and complicated coordination and scheduling.
The Magnesium Hydroxide feed system at Dutoy Wastewater Treatment Plant will be complete in November 2017. The project cost is $397,000 and will improve the removal of zinc, copper and other metals in the wastewater.
