Library Board of Trustees
Due to the COVID-19 emergency declared by Governor Northam on March 12, 2020, Library Board meetings will be held electronically in accordance with §2.2-3708.2 of the Code of Virginia until further notice. No meeting will be held in August. Due to scheduling issues, the September Library Board meeting will be held online Thursday, September 10, 2020 at 5:00 pm. There is no compensation for serving on this board.
Each member of the Powhatan County Board of Supervisors appoints a Library Board member from their district to represent their constituents for a term of 4 years. Thereafter, all 6 may be reappointed for consecutive terms. Service on the Library Board is strictly voluntary: members receive no salary, but are reimbursed for expenses from the library funds.
The term is 4 years and there is no limit to the number of terms. Appointments to fill vacancies shall only be for the unexpired portion of the term. There is no swearing in.
Pursuant to the requirements of the Code of Virginia §42.1-35 and the adopted by-laws, the Powhatan County Public Library Board of Trustees shall consist of not less than 5 members and no more than 9 members and shall be appointed by the Board of Supervisors of Powhatan County, upon the recommendation of the seated Board of Trustees. The Library Board may request that the number be increased or decreased if it is advisable. Traditionally, members are appointed by district, with 2 at-large members.
The mission of the Library Board of Trustees shall be to make the Powhatan County Public Library a premier library system for all citizens of Powhatan County by anticipating and satisfying the intellectual, educational, artistic, and entertainment needs for growing numbers of our citizens using every resource available, present, or emerging.

The Library Board has control of the expenditures of all monies credited to the library. The board also accepts donations and bequests of money, personal property or real estate for the establishment and maintenance of the library. Authority to accept and distribute federal funds, to accept grants and to allocate such funds subject to restrictions under Virginia State Code 42.1-57 rests with the Library Board.
